At the state level, movable tiny homes are classified as Recreational Vehicles (RVs), which generally limits their use to temporary occupancy in RV parks. However, tiny homes built on permanent foundations are broadly permitted as primary or accessory dwellings if they comply with Appendix Q of the International Residential Code, which Idaho has adopted. The most significant regulations for THOW owners are found at the city and county level, where land use ordinances determine where and how a movable unit can be placed long-term. A growing number of local jurisdictions have created progressive ordinances to permit THOWs as a solution to housing shortages, creating some of the best places for tiny home living in Idaho.
