Oregon is at the forefront of the tiny home movement, with a rapidly evolving regulatory landscape designed to increase housing options. The most significant recent change is Senate Bill 1013, a landmark law allowing counties to authorize one Tiny Home on Wheels (THOW), Park Model, or other RV as a legal rental dwelling. This law applies specifically to properties zoned for Rural Residential use, providing a crucial legal pathway for long-term residency outside of traditional RV parks or temporary permits.

Implementation, however, is a patchwork of local ordinances. Progressive counties like Deschutes, Lane, and Clackamas have formally adopted rules to implement SB 1013, each with specific standards for acreage and utility connections. In a class of its own, the City of Portland maintains one of the nation's most permissive urban codes, allowing one occupied recreational vehicle on most residential lots by right. Many other jurisdictions remain more restrictive, making it critical for prospective residents to verify local zoning rules before placement.

  • Legal Classification: In Oregon, THOWs and Park Models are legally considered recreational vehicles (RVs), not permanent houses. They are titled by the DMV and are exempt from state building codes, provided they remain mobile.
  • Rural Placement (SB 1013): To be placed on Rural Residential land under the new law, the property must contain an existing primary dwelling, and the THOW must have approved connections for water, sewer/septic, and electricity.
  • Key Restrictions: These new allowances generally do not apply to land zoned Exclusive Farm Use (EFU), which has separate, stricter rules requiring dwellings to be tied to farm income or labor. Short-term rentals are also typically prohibited.
  • Community Living: For those without private land options, dedicated long-term communities like Tiny Tranquility in Waldport offer a fully legal and supported environment with full hookups for THOW owners.

If you’re paying cash for your Tiny Home, great! If not, there are several options to finance your new home. If you live in California you may qualify for an RV Loan otherwise, a HELOC is also a popular option. We’re happy to discuss options with you and introduce you to a financing partner.

We build your home. You track the progress.

12 Weeks

Once your order is placed, your home enters production in our factory. Through your dedicated customer portal, you’ll be able to track progress and receive updates from our team every step of the way. Typical build time is around 12 weeks.

Delivery & Installation

1 Week

Sit back and relax while our team delivers your new unit, which in most cases can be tied directly into your existing utilities or available off grid. Congratulations, you’re now the proud owner of a beautiful and fully-functioning Clever Tiny Home.
