The county has become a statewide leader by creating legal pathways for movable dwellings in response to its housing crisis, while the city still largely requires tiny homes to be treated like traditional structures. In unincorporated areas managed by Permit Sonoma, the groundbreaking Ordinance No. 6406 established the TEM (Temporary Occupancy) permit.
